Basics
There are 3x tiers of skills in outward
- tier-1 skills are freely available in any amount and combination
- tier-2 skills are breakthrough skills. You have a max of 3 per character, and without them you cannot access tier-3 skills from that tree.
(indicated by chain-links) - tier-3 skills require the breakthrough skill, and only one of each side-by-side par can be learned.
